Update and Overview Report on the Delivery of 11,000 Council Homes

Minutes:

Councillor Richard Livingstone introduced the report.  He was accompanied by Bruce Glockling, Head of Regeneration Capital Works, and Dave Markham, Director of Asset Management

 

The chair of Mayflower Tenants & Residents Association, Sue Challis,  made representation to the committee about the way in which their community hall had been selected to include in a proposed housing infill scheme.  They did not feel that the communication had been adequate and had a series of questions for the cabinet member about how the process had been managed. They wanted to know how the hall could be removed from the list of schemes.

 

Councillor Livingstone apologised for the poor communication.  He accepted that it needed to be better managed with a clear process and trail so it was easier to track progress on consultation.  He felt that a stronger process was now in place, amd specifically that discussions with TRAs and ward councillors would in future be complete before schemes were published on lists.

 

Recommendations: 

 

·  OSC should be provided with an explanation as to why the Mayflower Community Hall survey had not been made available to residents and councillors

·  OSC and the TRA should be provided with the minutes of the June/July 2015 officer/member meetings about the proposal to develop the hall

·  The TRA should be provided with a clear explanation of the consultation process

·  That in the light of the concerns expressed about the accuracy of the 2012 survey of TRA halls a commitment is made to carry out a new survey of any TRA hall being considered for demolition under the 11000 council homes programme before any decision

·  That the cabinet member’s apology to Mayflower TRA should be put in writing
