To approve as a correct record the Minutes of the open section of the meetings held on Thursday 17^th September 2015 and Tuesday 20^th October 2015.

The minutes of 17^th September OSC were amended to correctly reflect the committee’s recommendation on item 4.6 as follows:

“That the Cabinet member give consideration and evidence in regards to giving exemption or offering a number of collections free of charges within 3 months to the poorest and most vulnerable residents”

The minutes of 20^th October OSC were agreed as an accurate record of the meeting

Councillor Al-Samerai asked the committee to follow up on its recommendations on the South Dock Marina mooring fees.  Allen Atwell from the berth holders association was also present. There had been a delay in arranging the meetings between the council and the berth holders, and this meant the discussion had not taken place before the new fees were implemented.  Mr Atwell asked the committee to recommend a further brief delay in implementing the fees while the consultation and work on improved bench marking takes place and a new cost plus model could be designed which might potentially cover the boatyard as well as the moorings. 

The committee agreed to return to this matter as part of Cllr Merrill’s session at budget scrutiny – 2^nd February 2016.
