Deputation request
Deputation requests – report to follow. Supporting documents: Minutes: The community council received a deputation request from local residents of the Lane ward.
The deputation referred to the council’s proposal to remove the Bellenden gyratory system as part of the Bellenden, Lyndhurst Way, Highshore Road walking and cycling scheme.
The main points that were addressed at the meeting were:
· That the removal of the gyratory system would have adverse effects on the health both physically and mentally.
· The proposal would have a drastic impact on traffic volumes, air/noise pollution and congestion which would spread to surrounding areas.
The deputation responded to questions from councillors and a decision in light of the deputation has been noted under item 11, Bellenden Road, Holly Grove, Lyndhurst way – walking and cycling improvements. |

Community announcements and presentations

· Announcement about the New Southwark Plan (Tom Buttrick) Minutes: Introducing CANs at community council meetings
Ian Redding from CANs spoke about the community action network and the role it plays to improve resident’s representation so they have a voice about the decisions that are made in regard to local services. The network assists community groups to have a better understanding, improved services and easy access to information.
Volunteering
The chair announced that if anyone was interested in volunteering or help officers with the live streaming of community council meetings. They were encouraged to contact Gill Kelly, community councils development officer.
Christmas lights certificates
The chair thanked Cynthia and Maureen and the choir and soloists of Goldsmiths Primary School for their excellent contribution to the Christmas tree lighting event in 2015.
New Southwark Plan
Tom Buttrick, planning policy officer, spoke about the council reviewing the Southwark plan and core strategy in order to prepare a new plan - referred to as the new Southwark Plan. The new plan would set out a regeneration strategy from 2017 to 2033. It would help determine planning applications.
The new plan would consist of a set of policies on new homes, and protecting the borough’s existing schools and community facilities. In addition, protecting local businesses and increasing job opportunities, providing more green spaces and improving walking and cycling routes in the borough.
The consultation would end on the 12 February 2016. People were encouraged to email their views to planningpolicy@southwark.gov.uk or visit the council’s website.

Regeneration in the Peckham and Nunhead area
Local resident, Michelle Mare, made a brief announcement about community and regeneration issues in the Peckham and Nunhead area. She said if anyone was interested they should attend the cabinet meeting on the 9 February 2016 at 4.00 pm at the Tooley Street offices to support a deputation from local residents.
Police update
Inspector Lloyd provided the meeting with a brief update on policing issues.
The main issues addressed at the meeting were tackling petty crime such as the theft of mobile phones with many thieves using bikes or mopeds. People were encouraged to speak to the police during the break and to also join their local neighbourhood watch scheme. |

Youth community slot
· Simone Powderly, young model and community activist – talks about her own experiences to empower young women and her work in the community. Minutes: There were young people in attendance who were from a local community project which stood for “the young people that would grow into understanding society through their community and education.”
The representatives spoke about other initiatives like community champions, “the always create project” and SGTO (Southwark group of tenants organisations).
Sophia spoke about Saturday classes that were held on the Brayards estate. The classes involve arts and crafts, painting, bird watching and other fun activities. |

Eva Gomez, Southwark Council – to cover the following topics:
· Women’s safety charter – short film clip (tackle everyday harassment that women experience in their everyday lives).
The workshops
· Women’s safety and domestic abuse · Children’s safety/Child exploitation and abuse · Age Friendly Southwark · Mental health Minutes: The chair introduced the theme.
Councillor Charlie Smith on behalf of the Southwark Pensioners centre spoke about the centre. It offers activities and classes in art and computer classes, local history, jewellery making sessions and trips away to the seaside. Information leaflets were available at the meeting.
Councillor Stephanie Cryan, cabinet member for adult care and financial inclusion was present to talk about community conversations concerning the Age friendly borough.
The meeting then went into workshops which related to the following issues:
· Women’s safety and domestic abuse · Children’s safety/child exploitation · Age Friendly and dementia friendly borough · Mental health issues – headed by Solace

Q1 Please could we receive an update on the Peckham CoDesign which is a relatively new policy for Southwark. There should be a full discussion and review of the process and its outcomes?
A1 The chair said this would be looked into at the next community council meeting.
How does the council follow up the progress of cleaner greener safer projects that are allocated funding?
A2 The community council would look into this issue at a future meeting.
Q3 How will the council address the issues of mental health of young people in the borough which includes young people with learning difficulties?
A3 Councillor Jasmine Ali referred to the council’s mental health strategy which was discussed at the children’s scrutiny sub-committee and the strategy does address these issues. |

Community Council Question to Council Assembly
Each community council may submit one question to a council assembly meeting that has previously been considered and noted by the community council.
Any question to be submitted from a community council to council assembly should first be the subject of discussion at a community council meeting. The subject matter and question should be clearly noted in the community council’s minutes and thereafter the agreed question can be referred to the constitutional team.
The community council is invited to consider if it wishes to submit a question to the ordinary meeting of council assembly. Minutes: Community council meeting in September 2015:
Members of the community council submitted a question regarding a new the bus stop along Peckham High Street which was submitted at the council assembly meeting in January 2016.
Question:
We would like to ask the cabinet member for environment and public realm to lobby Transport for London (TfL) for the installation if a new bus stop along Peckham High Street? This was in light of the recent fatality of an elderly resident in Peckham.
Response
My thoughts are with the family following the recent tragic fatality. The council with TfL are working to deliver a road safety scheme in Peckham town centre and within this I will work with Transport for London to consider the provision of a new bus stop on Peckham High Street.
Members of the community council discussed a possible question to be sent to the meeting of council assembly on 16 March 2016.

The community council would like to ask the council to provide an update on the provision available for people with learning difficulties and mental health issues including the support they provide to projects in the Peckham and Nunhead area? |

1. That the following local traffic and parking amendment, detailed in the Appendix 2 of the report, be approved for implementation subject to the outcome of any necessary statutory consultation and procedures:
2. Beaton Close – extend the existing double yellow lines to provide access to the close and opposite No.14 to allow vehicles access to the parking spaces.
3. Clifton Way – Install double yellow lines at the entrance to the estate car park adjacent to No.47 to improve access and sight lines for all road users.
4. Astbury Road – Install double yellow lines to improve access and traffic flow for all road users at the following locations
· junction with Loader Street · junction with Colls Road · entrance to Astbury Business Park · adjacent to Nos. 62, 20 and No.107.
5. Peckham Rye – install double yellow lines and school keep clears outside Harris Academy and double yellow lines opposite Harris Academy.

Bellenden Road Holly Grove, Lyndhurst way - walking and cycling improvements
Results of the Public Consultation. Supporting documents: Minutes: Clement Ayei-Frempong from Highways was present at the meeting. He provided an update on the Bellenden scheme.
The main points addressed at the meeting were the following:
· The community council were happy for the concerns of residents to be resolved between officers, local councillors and residents.
· Officers agreed to arrange a meeting with the 3 local ward councillors to discuss the concerns of residents and propose a way forward.
· It was noted that officers and the 3 local ward councillors meet with residents and those who presented the deputation to agree a way forward.
· The Peckham and Nunhead Community Council would be given an update at the March meeting on the outcome of these meetings with the local ward councillors and residents.
· Once an agreement has been reached officers could make recommendations to the cabinet member. |
